CFG Bank Raises Six Verified CD Rates as the Fed Holds Steady

Publication: Thursday, October 29, 2026 | Collection: completed 5 AM Central first-party refresh | Scope: partial; 10 of 279 registered official URLs rechecked

Executive Summary

OnlineBankRates expanded from 141 to 145 Bank Verified institutions, adding 194 first-party rate observations. Among 55 strictly comparable observations, six increased, 49 were unchanged and none declined; all six increases were at CFG Bank, so the data do not establish a broad upward trend. CFG's newly verified 4.65% 12-month CD and 4.82% 24-, 36- and 60-month CDs strengthen the intermediate-term choices in the tracked panel. Conditional liquid savings reaches 5.00% APY, while the strongest observed standard certificate remains 4.87% on a five-year jumbo deposit. The Federal Reserve held its 3.75%-4.00% target range on October 28.

1. Rate Environment

Measured deposit breadth is mostly unchanged with selective increases: 6 of 55 exact-comparable observations increased (10.9%), 49 (89.1%) held steady and none declined; all six increases belong to one bank. The nonrandom refresh cannot establish nationwide rate direction. Borrowing benchmarks are mixed: the two-year Treasury yield fell three basis points on October 28, while five- and ten-year yields rose three and six basis points; the latest weekly mortgage survey showed a decline.

3. Biggest Verified Moves

Strictly matched CFG Bank product Prior APY (Oct 6) New APY (Oct 27) Verified change
36-month consumer CD 4.40% 4.82% +42 bp
60-month consumer CD 4.40% 4.82% +42 bp
36-month CDARS 4.25% 4.67% +42 bp
18-month consumer CD 4.50% 4.70% +20 bp
12-month consumer CD 4.46% 4.65% +19 bp
12-month CDARS 4.31% 4.50% +19 bp

Audit: 6 increases, 49 unchanged, 0 cuts among 55 strict matches; 139 appended observations were new baselines or otherwise lacked exact comparability. The 49 unchanged comparisons came from CFG Bank (7), Marcus (12), Bank5 Connect (11), and Northpointe (19). These are changes between October 6 and October 27 official effective dates, discovered in today's refresh, not proof that CFG repriced on October 29. Its 24-month CD is now 4.82% but did not qualify as a verified change. CFG official rate table.

Seven-day detection window, October 23-29: 10 increases, 302 unchanged comparison events, and 0 cuts across the daily audits; repeated checks and changing panel sizes prevent interpreting these as unique national product counts. Only four of the ten increases have both verified effective dates within seven calendar days: Bank5 Connect's three-month CD +110 bp (October 20-22) and three Ally savings/money-market/IRA savings observations +10 bp each (effective intervals of one to seven days). CFG's six increases span 21 days, so they are not labeled seven-day rate changes. No verified cuts qualified.

4. Where Savers Are Winning

Fresh observed offer APY Qualification / effective date
Axos ONE promotional savings 5.00% New-customer six-month boost; checking activity; under $50,000; Oct 24
Leader Bank Zeugma Plus savings 5.00% New relationship, $1,000 new funds, $1,000 monthly direct deposit, three debit purchases and e-statements; up to $250,000; Oct 26
First National Bank of America introductory savings 4.20% New money; six-month introductory rate; Oct 22
CFG High Yield Money Market 4.05% $1,000 daily balance; variable rate; Oct 27
Bank5 Connect three-month CD 4.30% $500 minimum; Oct 28
OMB Bank nine-month CD special 4.46% $1,000 minimum; Oct 23
CFG Bank 12-month CD 4.65% $500 minimum; Oct 27
CFG Bank 18-month CD 4.70% $500 minimum; Oct 27
CFG Bank 24- and 36-month CDs 4.82% $500 minimum; Oct 27
Advancial 60-month jumbo certificate 4.87% $50,000 minimum; credit-union membership; Oct 28
First National Bank of America 120-month CD 4.75% $1,000 minimum; ten-year commitment; Oct 23

Apple FCU's 5.00% 12-month Starter Certificate is a separate capped special ($5,000 maximum, one per membership), not an uncapped standard CD. New Gesa Credit Union's 4.25% ValorFI Heroes savings offer is dated October 9 and is aging, not fresh; IncredibleBank's rates are undated and cannot be marketed as current. Leader's 5.00% is promotional, with qualification and a stated guarantee through December 31, 2026 for qualifying new relationships. Official sources: Leader Bank, CFG Bank, Apple FCU, Marcus.

5. Borrower Watch

Mortgage: Freddie Mac's October 22 survey showed a 7.32% 30-year fixed average (-8 bp week over week) and 6.68% 15-year average (-3 bp). Using October 28's 5.05% ten-year Treasury yield, the indicative mortgage-minus-Treasury spread is 227 bp (versus 233 bp using October 27 Treasury), but this is a nonsynchronous comparison and not a newly quoted mortgage spread. Variable-rate borrowing: prime remains 7.00%, SOFR is 3.94% (-1 bp from October 27), and prime minus EFFR is 312 bp. The October 28 Fed hold does not itself establish a change in mortgage or consumer borrowing rates.

6. Yield Curve / CD Strategy

Term Best fresh standard CD Treasury Oct 28 CD minus Treasury
3 months 4.30% (Bank5) 4.18% +12 bp
6 months 4.00% (Bank5) 4.32% -32 bp
12 months 4.65% (CFG) 4.47% +18 bp
24 months 4.82% (CFG) 4.67% +15 bp
60 months, jumbo 4.87% (Advancial) 4.85% +2 bp
120 months 4.75% (FNBA) 5.05% -30 bp

Calculation: The Treasury curve is upward sloping (10-year minus 2-year = +38 bp). The strongest observed one- and two-year CDs now beat corresponding Treasury par yields by 18 and 15 bp; the five-year jumbo advantage is only 2 bp, while ten-year Treasuries offer a 30 bp nominal advantage. The nonjumbo five-year CFG CD pays 4.82%, three basis points below the five-year Treasury. Liquid savings rates can change; CDs lock a term but may impose early-withdrawal penalties. Treasury state-tax treatment, market-price exposure before maturity, account insurance and deposit minimums differ. This is educational context, not personalized advice.

7. Bank Behavior

Fresh eligible-panel measure Online-oriented banks Credit unions Regional / community banks Large traditional banks
Mean best adult savings APY per institution 3.68% (n=6) 0.89% (n=4) 5.00% (n=1) Insufficient
Mean best standard 12-month CD APY per institution 3.96% (n=5) 3.66% (n=4) 4.65% (n=1) Insufficient
Today's exact-comparable changes 0 increases 0 increases 6 increases Not measured

Interpretation: CFG accounts for all six verified increases, so regional/community banking is the only group with observed increases in this refresh; the unequal and small samples do not establish that this group generally moves fastest. The credit-union savings sample includes low-yield basic shares, while the regional savings sample is a single conditional promotion. These are nonrandom tracked-panel means, not nationwide bank-group averages. An Online-vs-National Bank Premium remains unavailable without a defensible matched large-bank cohort.

8. OnlineBankRates Takeaway

The Federal Reserve held rates steady Wednesday, but one bank in our deposit-rate sample made several meaningful moves. CFG Bank's 12-month CD now pays 4.65% APY, up from 4.46% on its October 6 disclosure; its three- and five-year CDs rose 42 basis points to 4.82%. Across 55 strictly matched products, six increased and 49 were unchanged, with no verified cuts. For liquid cash, conditional savings promotions at Axos and Leader Bank reach 5.00%, while CFG's money market pays 4.05% with a $1,000 minimum. One- and two-year CDs now beat comparable Treasury yields within our tracked offers, although terms and eligibility matter. The latest weekly 30-year mortgage average is 7.32%. These findings reflect a partial refresh, not a nationwide survey. Compare effective dates, deposit minimums, qualifications and withdrawal penalties before opening an account.

9. Proprietary Metrics

Methodology v2.2 (unchanged): Savings Index = unweighted mean of the highest fresh eligible adult consumer savings APY once per institution, excluding IRA, business, youth and education-only products, with conditions disclosed. CD Index = unweighted mean of the highest fresh standard exact-12-month certificate per eligible institution, excluding capped Starter/EasyStart, IRA, youth and business specials; jumbo tiers remain eligible. Best Cash Yield = highest fresh consumer savings or money-market APY, including qualifying promotions. Rate Breadth = verified increases, cuts and unchanged counts for strictly matched institution/product/term/tier/relationship/geography with independently dated source observations. Index movement is a changing cross-sectional panel, not same-product repricing; prior published values remain intact. Fed Pass-Through Score would quantify the fraction of a Fed target change reflected in a fixed matched 30-day deposit cohort; Online-vs-National Premium would compare like-for-like online-bank and large-bank savings cohorts. Neither is estimated without adequate data.

Newly verified: Clearpath Federal Credit Union, Gesa Credit Union, IncredibleBank and Leader Bank. Source limitations: nbkc access denied; Citizens Access displayed placeholder tokens; Bread Savings omitted numerical rates; Ally timed out; Stanford FCU and OMB Bank retrievals failed. No third-party rates were substituted. Only 10 of 279 previously registered URLs were refreshed, so this is not a comprehensive nationwide census.

Freshness reconciliation: The collector defines stale as older than 21 days, but the established editorial historical standard is 31+ days. Recalculation from the institution's own rate_as_of_date produces 596 fresh + 2,107 aging + 738 stale + 608 undated = 4,049 production rows. The collector's 1,632 stale includes 894 observations aged 22-30 days, which are editorially aging. Original collector classifications remain in the raw data for audit.

Disclosure: Bank Verified means captured from an institution-owned source, not necessarily available to all consumers or confirmed current. The report distinguishes official benchmarks, calculated panel metrics and qualitative interpretation. Freshness is based on the bank's effective date, not the date OnlineBankRates checked its website. Product rates, eligibility, fees, insurance coverage and penalties may change without notice. This is general information, not individualized financial advice. The full comparable-rate audit, index-cohort audit and append-only historical metric series accompany this edition.
