Deposit Rates Hold Firm in Verified Panel as Treasury Yields Fall; 5.00% Savings Promotions Still Lead

Executive Summary

The latest 5 AM first-party refresh expanded the OnlineBankRates verified institution database from 154 to 159, adding 218 genuinely new bank-rate observations. A conservative audit of 21 economically equivalent, independently dated deposit products found zero increases, 21 unchanged rates and zero cuts. That supports stability in the checked panel, not a nationwide conclusion: only 10 of 303 previously registered official source URLs were revisited. Five newly verified institutions expand discovery, but four have only aging or stale highlighted offers. The strongest fresh qualifying liquid savings promotions still reach 5.00% APY, while the leading fresh 12-month standard CD offers 4.65% APY. Treasury yields declined on Friday, and the latest weekly 30-year mortgage average fell to 7.24%.

1 / Rate Environment

Measured deposit direction: stable in the comparable sample. All 21 qualifying, harmonized exact-economic-term observations were unchanged (0 increases, 0 cuts); the small, selective comparison set cannot establish broad national deposit-rate direction. Borrowing benchmarks: easing for fixed-rate reference points, steady for overnight and prime. Friday's two-, five- and ten-year Treasury yields declined by 5, 7 and 4 basis points, respectively, while the latest weekly mortgage survey fell 8 basis points and SOFR/prime remained steady.

Source separation: The overnight, prime, Treasury and mortgage rates above are official benchmarks; the deposit APYs and proprietary indexes are derived exclusively from the OnlineBankRates first-party dataset. APY and Treasury par yields are not identical return conventions.

3 / Biggest Verified Moves

No new verified increase or cut was established in today's exact-economic-term audit. Eleven Bank5 Connect products, nine Marcus CDs and one Ally savings product were unchanged between separately dated first-party observations. Product identity, maturity, minimum opening deposit and institution-owned source domain matched; synonymous U.S./nationwide geography labels were normalized, and a missing tier-floor field was accepted only when the previously disclosed floor equaled the unchanged opening minimum. All other ambiguous or new observations were excluded from rate breadth.

Bank Rate Breadth — Oct 31 Exact-comparable observations Share
Increases 0 0.0%
Unchanged 21 100.0%
Cuts 0 0.0%

Seven-day detection window (October 25–31): the daily audit histories recorded 9 increase events, 264 unchanged comparison events and zero cuts. The largest increase detected in this window was +42 bp on CFG Bank's 36- and 60-month CDs (October 6 to October 27 effective-date comparison), and Ally had three +10 bp savings/money-market increases detected October 25. CFG's changes span more than seven days between effective disclosures, so they are not seven-day effective-date rate changes. These totals contain repeated daily product checks and do not represent unique nationwide products.

4 / Where Savers Are Winning

Fresh tracked offer APY Important eligibility / date
Axos ONE introductory savings 5.00% New-customer promotional six-cycle boost; qualifying checking activity; below $50,000; stated opening window ends Oct 31
Leader Bank Zeugma Plus savings 5.00% Qualifying new relationship, external funds, direct deposits and debit activity; up to $250,000
Bank5 Connect Jumbo Savings 3.65% $25,000 minimum; fresh Oct 31
CFG high-yield money market 4.05% $1,000 minimum; variable APY; last dated Oct 27
Bank5 Connect 3-month CD 4.30% $500 minimum; fresh Oct 31
CFG 12-month CD 4.65% $500 minimum; Oct 27 first-party disclosure
CFG 18-month CD 4.70% $500 minimum; Oct 27 first-party disclosure
CFG 24- / 36-month CDs 4.82% $500 minimum; Oct 27 first-party disclosure
Advancial 60-month jumbo certificate 4.87% $50,000 minimum; credit-union membership; fresh Oct 31
Apple FCU 120-month regular certificate 3.75% $500 minimum; membership; fresh Oct 30

Special/capped and aging offers: Apple FCU's 12-month Starter Certificate offers 5.00% APY but is capped at $5,000 and is excluded from the standard CD Index. Newly added Oregon State CU lists a 5.00% five-month new-money special dated October 15, classified aging, not fresh. HOPE Credit Union's 5.127% qualifying checking tier is dated October 1 (stale) and is neither a savings account nor a current Best Cash Yield candidate. The previously highlighted 4.75% ten-year FNBA CD is now aging (October 23) and is excluded from the fresh ten-year ranking.

5 / Borrower Watch

Freddie Mac's October 29 survey reports 7.24% for a 30-year fixed mortgage and 6.60% for a 15-year fixed mortgage, both 8 bp lower than October 22. The illustrative 30-year mortgage minus October 30 ten-year Treasury spread is 230 bp (7.24% − 4.94%), versus 226 bp using the October 29 ten-year yield; the dates are nonsynchronous and this is not a quoted mortgage-credit spread.

Prime is unchanged at 7.00%; SOFR is 3.94% and EFFR 3.88% (October 29), giving a 6 bp SOFR–EFFR difference and 312 bp prime–EFFR difference. Floating-rate loans tied to prime or SOFR can move according to their own reset dates, lender margins and contractual floors; the Fed held its target range steady October 28.

6 / Yield Curve and CD Strategy

Comparable maturity Best fresh standard CD APY Oct 30 Treasury CD minus Treasury
3 months 4.30% Bank5 4.16% +14 bp
6 months 4.00% Bank5 4.25% −25 bp
12 months 4.65% CFG 4.36% +29 bp
24 months 4.82% CFG 4.56% +26 bp
60 months (jumbo) 4.87% Advancial 4.71% +16 bp
120 months 3.75% Apple FCU 4.94% −119 bp

The two-to-ten-year Treasury curve remains upward sloping by 38 bp (4.94% minus 4.56%). Within this tracked fresh panel, one- and two-year CDs exceed matching Treasury par yields, while the five-year jumbo also has a nominal advantage. The fresh ten-year CD trails Treasuries materially; the stronger FNBA ten-year listing is aging and is not promoted as current. Liquid savings can reset at any time, while CDs generally fix an APY but may impose early-withdrawal penalties. Treasury tax treatment, sale-before-maturity price risk, deposit insurance, membership and balance requirements differ. This is educational comparison, not individualized advice.

7 / Bank Behavior

Fresh one-per-institution panel Online-oriented banks Credit unions Regional/community banks Large national banks
Mean highest eligible adult savings APY 3.58% (n=5) 1.78% (n=4) 3.90% (n=3) Insufficient matched sample
Mean best standard 12-month CD APY 3.84% (n=4) 3.65% (n=6) 2.97% (n=3) Insufficient matched sample
Today's verified comparable movements Bank5 11 + Marcus 9 + Ally 1, all unchanged No qualifying matched movement panel No qualifying matched movement panel No qualifying matched movement panel

Interpretation: online-oriented banks show higher mean eligible savings APYs than the small credit-union cohort, but the sample is nonrandom and includes low-yield basic credit-union shares. The 21 unchanged comparisons are concentrated at three online-oriented institutions; this does not establish that online banks are adjusting rates faster or slower. A national-bank premium is withheld because comparable large traditional-bank coverage is insufficient.

8 / OnlineBankRates Takeaway

Treasury yields eased Friday and mortgage averages improved this week, but the deposit rates we could compare directly did not move. Our latest first-party refresh added five verified institutions, bringing the tracked database to 159. Among 21 carefully matched deposit products, none increased or decreased; that is a narrow finding, not a national rate trend. Conditional savings promotions still reach 5.00% APY, while the strongest fresh one-year CD offers 4.65% and a five-year jumbo certificate pays 4.87% with a $50,000 minimum. One- and two-year CDs compare favorably with Treasury yields in our tracked sample. Some attractive newly discovered offers are based on older disclosures and are not ranked as fresh. Before opening an account, check the effective date, membership rules, deposit caps, promotional conditions and withdrawal penalties.

Consistent methodology (v2.2): The Savings Index is the equal-weighted mean of each institution's highest fresh eligible adult consumer savings APY, once per institution. The CD Index is the equal-weighted mean of each institution's highest fresh standard exact 12-month CD APY, once per institution. Both exclude business, IRA, youth, education-only and capped Starter/EasyStart accounts; uncapped jumbo and disclosed relationship tiers are allowed. Best Cash Yield is the highest fresh adult consumer savings or money-market APY, including qualified promotions. Fresh means a bank-published product-specific date within 0–7 calendar days; aging is 8–30; stale is 31+; undated is separately classified. Indexes are cross-sectional and change when institutions enter or leave the fresh cohort.

Rate Breadth is the count of increases, unchanged rates and cuts among independently dated, economically identical products, terms, balance requirements, relationship and geographic eligibility. Standardized wording differences are harmonized only with supporting first-party product and minimum-deposit evidence; ambiguous matches are excluded. Fed Pass-Through Score is defined as 100 × (30-day change in mean APY of a fixed matched deposit cohort) ÷ (30-day change in federal funds target midpoint), and is withheld if the denominator is zero or the panel is inadequate. Online-vs-National Bank Premium is defined as the mean eligible online savings APY minus the mean comparable large-national-bank savings APY, expressed in basis points, using matched product/tier cohorts. Both remain unavailable rather than fabricated. Historical published values are retained, with any methodology revisions documented separately.

Five newly verified institutions: Dupaco Community Credit Union, HOPE Credit Union, Oregon State Credit Union, Reliabank and University of Michigan Credit Union. Oregon State's new schedule has 20 fresh standard-certificate observations, but its 12–23-month range is not an exact 12-month CD and cannot enter the 12-Month CD Index. The other highlighted new-institution offers have older product-specific effective dates. No rate movement was inferred from first-time discovery.

Collection limitations and reconciliation: Only 10 of 303 previously registered official URLs were checked. Six source attempts were inaccessible/403/503; eight others were blocked, dynamic, ZIP-dependent or nonnumeric. The collector's 22+ day stale definition produces 2,957 raw stale rows; applying the long-running editorial 31+ day threshold yields 1,287 stale, with 1,670 rows aged 22–30 days correctly classified as aging. The 5,895 production count is also affected by normalization of historical verification labels; its increase from 4,263 is not 1,632 newly collected rates. No competitor or aggregator rate was substituted for a bank-owned disclosure.
